
Boeing North Tower
TSI prepared the traffic and parking analysis associated with the possible North Tower at Boeing Everett. Since the site is located on a peninsula, access could only occur off the internal Perimeter Road. Other topographical and wildlife corridor constraints limited access to a narrow edge of the site. Arrival and departure volume rates were then applied to the site employment forecasts to determine the volumes and operation at the existing and adjacent intersections. Significant vehicle delays and queuing impacts required development of several access modifications including an exclusive inbound ramp for on-site parking. Both garage and terraced/partial structure parking alternatives were considered and tested to take advantage of topography while evaluating entrance and exit capacity of the parking lots/structures. The on-street analysis was confined to site edge where several channelization and signal phasing alternatives were evaluated to show how design and programmatic options could be considered to accommodate the desired employment growth.
