TSI prepared the transportation element of an EIS to evaluate the impacts and develop mitigation recommendations for a large commercial and residential development adjacent to Ferndale. The area was to be annexed into the City and the developer needed to provide the appropriate mitigation to ensure smooth circulation between the development and downtown Ferndale. TSI worked with City staff, WSDOT, and the developer to develop a circulation plan that made the best use of existing roadways along with a number of improvements that would be constructed in phases as the development progressed.
