Roche Harbor Master Plan EIS involved substantial expansion of the existing historical resort which included hotel expansion, condominiums, cottages and expansion of the service retail. The unique character of these uses required careful analysis of seasonal transportation demands for automobiles, shuttle transportation, parking and ferry systems as well as development of a concept Transportation Management Program. These demands were evaluated in the context of the very rural and unique environment that characterize the San Juan Islands and the adopted policies that strive to retain this special character.
