As part of the Skagit Highlands development TSI evaluated proposed access to the site at Skagit Highlands Parkway and E College Way (SR 538). Our work included developing the channelization plan for turn lanes and lane transitions on SR 538 based on assessment of vehicle volumes, traffic operations and sight distance. The ultimate channelization at the intersection restricted left-turns from Skagit Highlands Parking to SR 538. Additional work related to the development of Skagit Highlands included the roundabout at the State Route (SR 9) intersection with SR 538 just east of Skagit Highlands Parkway.
