Spring District

TSI has served as the transportation planner and traffic engineer supporting the conversion of the former Safeway Distribution Facility into a new mixed-use Transit Oriented Development known as Spring District, which includes 2,300,000 square feet of multi-story office space and 1,100 residential units.  The challenge has been to develop a master plan that is compatible with the recently adopted Bel-Red Subarea Plan while creating a phased development plan that ensured reasonable transportation improvements concurrent but not in advance of each development phase.  TSI has performed traffic studies supporting inclusion of the Spring District in the up-zoned Bel-Red subarea including evaluation and input to the City regarding the scale and timing of long-term road improvements to support the subarea and its connection with the Hospital District and Downtown Bellevue.  TSI has been working with the City and Sound Transit to ensure that road and rail alignments through the property provide reasonable access to the site without compromise to the overarching public mobility objectives of these major long-term transportation improvements and currently, we are finishing the proposal’s Master Development Plan.
