TSI analyzed Bonney Lake’s Transportation Impact Fee Adjustment Ordinance and determined it would not achieve the City’s economic development aims and could have significant unintended financial consequences for the City. Under state law, local traffic impact fee programs can recognize future tax and fee contributions of development in form of fees and taxes. The City modified the proposed ordinance substantially in the response to the TSI analysis, and established a program that encourages economic development by recognizing future sales tax revenues as a credit against impact fees.
