TSI was responsible for the preparation of the Transportation Discipline Report for the Environmental Impact Statement for the development of the Northern State Campus in Sedro-Woolley, Washington. TSI evaluated the traffic impacts of the development of the Northern State Campus on city, county and state facilities serving the site. TSI developed 2035 PM peak hour travel demand forecasts and operational analyses for three build out alternatives, including no-build, moderate-intensity (600,000 sf) site development, and high-intensity (950,000 sf) site development. TSI provided mitigation recommendations to improve safety and traffic operations on the redeveloped site, including non-motorized improvements on Fruitdale Road, realignment of site accesses, and off-site improvements to mitigate forecasted Level of Service deficiencies.
