White River Amphitheatre

TSI has prepared several analyses evaluating the traffic impacts associated with the proposed 20,000 White River Amphitheatre on the Muckleshoot Indian Reservation. These analyses have addressed multiple purposes including a communications tool with the community and neighboring cities; as a basis for evaluating impacts that would support an environmental assessment for the Bureau of Indian Affairs; and as a basis for issuance of driveway permits from the Washington State Department of Transportation. A unique aspect of this analysis involved forecasting traffic conditions with the mitigation provided by a traffic control plan offered by the applicant as voluntary mitigation. This required revising routes, crowd arrival and departure characteristics, and other factors that shifted or distributed traffic. These changes reduced impacts on the surrounding roadway network. These forecasts were then analyzed on an operations level of detail to insure that design elements of the roadway could accommodate the additional demand.
