Complete Streets Study

TSI prepared a Complete Streets Study that focused on the multi-modal, safety and operations of the East Lake Sammamish Parkway and SE 43rd Way roundabout intersection in Issaquah, WA. This existing roundabout was identified as an intersection of concern in the City of Issaquah’s Pedestrian Crossing Study, released in October 2015. Resident’s concerns included vehicle speeds in the southbound bypass lane and a lack of yielding for pedestrians. TSI’s study built on the data collected in the Pedestrian Crossing Study to address community concerns, determine if they are perceived or actual, and recommends enhancements to the current roundabout to improve non-motorized mobility and safety while providing adequate vehicular capacity for current and future traffic volumes. Our findings considered safety and mobility for all travel modes, and operating and maintenance costs for year 2016 and year 2030 conditions. A major recommendation included repurposing the southbound bypass lane into non-motorized facilities to enhance safety for all users with little to no impact on vehicle mobility. Other recommendations included replacing signs and street lighting poles to relocate these away from errant vehicle path and to reduce maintenance costs.
