Emerald Downs Thoroughbred Race Track required several levels of environmental review. TSI was engaged by the owner to rewrite the Transportation Element of the Final Environmental Impact Statement and present the transportation issues through the final public meeting and hearing process. Specific analysis of this project compared to the zoned warehouse use was developed to illustrate the differential impact of this proposal. TSI was also involved in working with neighboring businesses to respond to their concerns and refine the mitigation plan to effectively address the impacts on their operations.
